Ukrainian forces have escalated attacks on Russia's energy sector to unprecedented levels this month, targeting a broader array of facilities than at any point since the war's outbreak nearly four years ago

At least 24 strikes have been recorded against Russian oil refineries, tankers, and critical pipeline infrastructure throughout December, according to data compiled from official statements by both nations. The intensified campaign marks a significant escalation in Ukraine's strategy to disrupt Moscow's energy exports and the revenue streams funding its military operations.

The attacks are compounding existing pressure on Russian oil exports, which face mounting international sanctions targeting the country's leading producers. While Russia continues to ship substantial crude volumes, the influx of petrodollars—crucial for sustaining its war effort—has been steadily declining. The Kremlin anticipates that oil and gas revenue will represent just 23% of its budget this year, marking an all-time low.

Ukraine has notably expanded its focus to offshore targets, conducting multiple strikes on Lukoil PJSC's Caspian Sea oil and gas installations. Black Sea ports in Taman and Rostov were also hit during December, igniting several tankers and further targeting Russia's shadow fleet of vessels used to circumvent sanctions.

Inland operations have maintained pressure on Russian refining capacity, with Ukrainian forces employing Storm Shadow air-launched cruise missiles against the Novoshakhtinsk refinery for the first time, according to the General Staff.

Russia has continued its own campaign against Ukrainian energy and civilian infrastructure, leaving thousands without electricity, water, and heating as winter temperatures plunge.

The escalating attacks persist despite recent diplomatic efforts, including President Donald Trump's push for a negotiated settlement to the war. While Trump claimed progress over the weekend, complications emerged after Russian leader Vladimir Putin indicated he would revise his country's negotiating position, casting uncertainty over peace prospects.
