Ukraine prepares comprehensive plan to intensify sanctions pressure on Russia
Zelenskyy’s chief of staff Andriy Yermak says the International Working Group on Russian Sanctions has prepared Working Document No. 23 — a plan to ramp up pressure on Russia

He shared the information on the Telegram messaging app.
They propose the following measures:
- Expanding sanctions to over 400 shadow fleet vessels.
- Lowering and regularly adjusting price caps on oil and premium oil products.
- Secondary sanctions and port embargoes for those helping the Kremlin evade restrictions.
- Using frozen Russian assets for Ukraine.
- Closing loopholes in technology export controls, especially via third countries.
According to Yermak, this document is essentially a clear plan for the next wave of sanctions, ready for implementation.
Several proposals from Ukraine’s previous documents have formed the basis of the sanctions packages of its partners.
“We need to move toward systematic and aggressive economic pressure on Russia. Moscow must completely lose the resources to continue the war,” the chief of staff concluded.
