Ukraine missed key opportunity to shield itself from Russian aggression, says Portnykov

He shared his views with Espreso TV.

Portnikov stated, "Russia's historical pattern suggests that its government can undergo reform. There could be moments when Russia focuses on internal issues and loses interest in external affairs, or lacks the strength to exert influence. There is always such a window of opportunity. Ukraine had this window of opportunity from 1991 to 2001."

Portnikov pointed out that Ukraine's decisions following independence failed to build a strong state. 

"From the August 24, 1991 coup to the end of the Caucasus war, we had this moment. The only thing we did was achieve independence. However, subsequent decisions were unsuccessful. We missed the chance to join the EU or move closer to NATO. Even in 2004, many Ukrainians opposed Euro-Atlantic integration, while our neighbors in Central Europe joined NATO and hosted Western military bases," he added.
