
Ukraine boosts defense production to $35 billion in three years – Defense Minister
Ukrainian Defense Minister Rustem Umerov said Ukraine has increased its defense production from $1 billion in 2022 to $35 billion in 2025
Umerov made the statement during a video conference with EU defense ministers, also attended by EU High Representative for Foreign Affairs and Security Policy Kaja Kallas.
According to the minister, the main focus of the meeting was the EU’s new defense initiative SAFE (Security Action for Europe), with a total budget of 150 billion euros, which includes the possibility of fully integrating Ukraine into Europe’s defense-industrial space.
"Our weapons are Europe’s weapons. In the past three years, Ukraine raised defense production from $1 billion in 2022 to $35 billion (31 billion euros) in 2025. This shows the results of joint efforts and strong domestic capacity," the statement said.
The SAFE initiative sets up mechanisms for purchasing in critical sectors. Umerov urged partners to prioritize buying from Ukraine’s defense industry, especially in UAVs and 155mm ammunition.
"In 2022, Ukraine didn’t produce this caliber. Today, with partners, we’re building the capacity to make over 1 million shells a year. This is a real contribution to strengthening European resilience," Umerov said.
He also said Ukraine is open to working together in other key areas like artillery systems, air defense, and electronic warfare.
"I thank our European allies for their support, trust, and strategic thinking. Ukraine is part of Europe’s security system. Large-scale joint projects involving Ukraine can provide long-term strength and stability across the continent," he concluded.
