Ukraine approves agreement with U.S. on creating Ukraine's Reconstruction Investment Fund

On February 26, the Ukrainian Cabinet of Ministers approved the decisions necessary to sign a framework agreement between Ukraine and the United States for the establishing Reconstruction Investment Fund

This was reported by Ukrainian Prime Minister Denys Shmyhal.

According to Shmyhal, the agreement will have six key points.

  • Ukraine and the U.S. will create the Reconstruction Investment Fund, which will be jointly owned and managed by the governments of both countries.
  • Ukraine's subsoil resources will remain Ukrainian, and they will not be transferred to the ownership of the U.S. or anyone else.
  • Ukraine will contribute 50% of future revenues from its natural resource assets to the Fund.
  • The U.S. will make contributions to the Fund in the form of money, financial instruments, and other assets critical for Ukraine's reconstruction.

The funds collected by the Fund will be invested solely in Ukraine's reconstruction projects.

"Essentially, this is a Fund for the future generations of Ukrainians," Shmyhal noted.

The agreement takes into account Ukraine's obligations within the framework of the European integration process.

"So, there will be no contradictions or conflicts with our European integration commitments," the Ukrainian Prime Minister emphasized.
