
Ukraine announces development of its first Ukrainian-language AI model
Ukraine’s Minister of Digital Transformation, Mykhailo Fedorov, announced at Forbes AI Day 2025 that Ukraine has begun developing its first Ukrainian-language LLM model

The minister stated that developing a national large language model (LLM) will create vast opportunities for building various Ukrainian AI-based tools, such as ChatGPT and Notion AI for text generation, as well as GitHub Copilot for programming. He emphasized that thousands of AI products could be developed using this LLM.
Fedorov also highlighted that this model would enhance national security, as foreign LLMs may incorporate Russian propaganda or fail to align with the Ukrainian context.
"A large language model will allow processing data within the country, which is strategically important for the use of AI in defense, government organizations, medicine, and the financial sector," he wrote.
The model is set to launch between November and December this year, with its development being a priority for the WINWIN AI Center of Excellence. In the future, plans include integrating it into Diia, Mriia, and Army apps, which serve as platforms for accessing various governmental services in Ukraine.
Since the LLM will be trained on Ukrainian data, it will be tailored to understand the national context, dialects, and terminology.
"It is important that the Ukrainian LLM will be created with the support of business sector partners, not at the expense of the state. The launch of the LLM will enable businesses and the state to produce their own innovative AI products and strengthen Ukraine's brand as a high-tech country," Fedorov noted.
