Taboo broken: What Russia hopes to achieve by striking Kyiv government building

Russian propaganda outlets are attempting en masse to justify the strike on Ukraine’s Cabinet of Ministers building, claiming that it was allegedly hit by a Ukrainian air defense missile

Oleksandr Kovalenko, a Ukrainian military and political observer, shared his opinion that there are several key points to understand in this story. 

The author believes this explanation is highly implausible. As he notes, “It would take a Ukrainian anti-aircraft guided missile to veer off course and hit the prime minister's office with such precision!”

The author says that, often during wars and conflicts, countries follow unspoken rules about targeting, including an informal taboo against striking top government officials involved in resolving the conflict or legitimizing the surrender of one side. While this taboo is sometimes ignored, since 2022, Ukraine’s Verkhovna Rada, the Cabinet of Ministers, and Bankova Street have remained relatively intact.

Last night’s strike, the author says, represents Russia’s official departure from this unspoken rule. It is an unambiguous signal: if Ukraine continues to ignore Russian ultimatums, the strike zone could expand. Kovalenko adds that this is partly a “convulsive reaction” to Ukraine’s strikes on Russian oil refineries, serving as a warning: “Stop hitting our oil refineries, or we will continue to strike administrative buildings in Kyiv.”

The author believes that Russia’s narrative of a “self-inflicted Ukrainian strike” is meant for the eyes of Ukraine’s Western partners, particularly the United States, represented by Donald Trump. However, he asks, how long can this narrative hold if strikes on administrative buildings become the only way to pressure Ukraine to halt attacks on oil refineries?

  • On the night of September 6, Russian forces launched a massive wave of drones and ballistic missiles at Ukrainian territory. Overnight, Kyiv came under attack, leaving casualties and injuries, with debris striking the Cabinet of Ministers building. Kryvyi Rih was also hit by ballistic missiles, resulting in deaths. Drone strikes damaged infrastructure in Dnipropetrovsk  and Poltava regions.
  • The Russian strike on Kyiv’s government quarter could be linked to Ukraine’s Military Intelligence Day, according to Pavlo Lakiychuk, head of security programs at the Strategy XXI Global Studies Center and a captain first rank of the Ukrainian Navy reserve.
