According to Tsaplienko, the document with the note "For official use only" has been distributed since March 11 among the employees of the Russian Military Investigation Committee operating in the occupied territory of Kherson region.
"It instructs the military commissars of the Russian Federation to conduct conscription for military service as part of the partial mobilization of up to 300,000 'new Russian' citizens by June 1, 2024," Tsaplienko writes.
As noted, the order should come into force on March 25, i.e., immediately after the elections.
