The trucks were spotted on roads in Kerch and the Kerch Peninsula. The license plates bear the code 39, identifying them as belonging to the 12th Directorate.
This Directorate is responsible for the storage, handling, and maintenance of nuclear munitions. It also includes the Special Control Service, which monitors nuclear tests globally.
