During a video call at the opening ceremony of air and road infrastructure in Russia, Putin commented on the events in Kazan and addressed Rustam Minnikhanov, the head of Tatarstan, saying "Whoever tries to destroy something in our country will face much greater destruction on their territory and will regret their actions."
- On Saturday morning, December 21, the city of Kazan in Russia's Republic of Tatarstan was reportedly hit by drones. The drones allegedly struck the upper floors of buildings in elite residential complexes. Explosions were also heard throughout the day near a local gunpowder factory.
