No peace until Ukraine becomes Russian territory — Kadyrov

He told RIA Novosti on September 7, 2025, that peace is only possible if Ukraine becomes a region or district of Russia.
“I am generally not in favor of stopping hostilities given the current state of affairs in the zone [of the “special military operation”]. I believe it is not in our interest to stop hostilities now,” Kadyrov said.

“The goals and objectives of the ‘special military operation’ are not taken out of thin air — they are a guarantee of security for our entire country. Peace on our borders is only possible when Ukraine becomes a region or district of Russia,” he claimed.
- On September 1, Ukraine's SBU announced that Ramzan Kadyrov is suspected of shooting Ukrainian POWs and using them as “human shields”.
