ISW reveals what could push Putin to concede on Ukraine
ISW analysts believe that only steadfast Western support and consistent military aid to Ukraine can force Russian leader Vladimir Putin to acknowledge the need for concessions

According to ISW, Putin operates on a theory that assumes the West will eventually abandon Ukraine. To counter this, Ukraine needs unwavering support and military assistance. That’s what could push Putin into making concessions.
Analysts argue that only the United States can provide Ukraine with certain critical weapons and military equipment at the scale, speed, and consistency necessary for its defense.
Additional Western military aid, especially from the U.S., remains crucial for maintaining and strengthening Ukraine’s military capabilities, the analysts noted.
- On January 28, Vladimir Putin demanded that Zelenskyy revoke his decree banning negotiations with Russia and once again called the Ukrainian president "illegitimate."
- Zelenskyy later responded, stating that Russian leader Vladimir Putin is afraid of negotiations.
