In my view, this should be interpreted as follows: Ukraine may be pressured into making greater concessions. This could mean either heavy U.S. pressure on Kyiv to withdraw the Armed Forces from the Ukrainian-controlled parts of these territories in exchange for concessions from Putin on Iran and China — or the declaration of these areas as “demilitarized zones,” where new “referendums” would be held under the supervision of a group of countries.
It gets even more mysterious. “There is security protocols, there is no NATO, NATO Article Five. Just a lot of detail attached to it… I think we might be on the verge of something that would be very important for the world at large,” Witkoff says.
The Ukrainian issue is being framed as part of a broader global agreement that may include certain commitments and compromises from NATO. Russia would then have the opportunity to present it as the realization of its long-standing dream of a “Yalta 2.0.”
