Berdiansk: How abandoned apartments are handed over to collaborators
Viktor Dudukalov, deputy head of the Berdiansk District Council, says the commandant distributes the abandoned housing to Berdiansk residents

“In Berdyansk, various kinds of lowlifes, who once lacked education, qualifications, and experience to work and earn housing, have become huge leaders and specialists in various fields with the arrival of the so-called Russian world. They simply write a letter to the commandant requesting housing. The commandant looks for empty apartments and allocates them," explained Dudukalov.
According to the deputy head of the Berdyansk District Council, the abandoned homes of Berdyansk residents are being handed over to new "owners."
"Whoever asks better gets the housing. As for the paperwork, they don't bother with it at all. So, they receive this so-called document from the commandant, and it grants permission for housing. This is the worst expression of the Soviet era of the 1930s-1940s when there was lawlessness," added Dudukalov.
