Ammo plant construction in Ukraine is stalled by bureaucracy, Rheinmetall CEO says

He said this during the presentation of the company’s six-month report.

The facility in Unterlüß, Germany, with a production capacity of 350,000 shells per year, is already being prepared for technical launch, while the Ukrainian plant is still under construction. According to Papperger, the delay is due not only to the company but also to the high level of bureaucracy in Ukraine.

He clarified that the first contract with the Ukrainian side has already been signed, and local authorities now aim to double the plant’s capacity. Despite this, one of the main challenges remains a lack of funding to implement the expanded plans.

  • On May 13, Ukroboronprom signed a Memorandum of Cooperation with the German company Rheinmetall regarding the possibility of creating a joint venture to manufacture artillery shells.
