Russia refuses to exchange captured women or wounded in "all for all" format - Parliamentary Commissioner
Representatives of the Russian Federation do not agree to Ukraine's proposal to exchange prisoners in the "all-for-all" format, even if it is women or the wounded
This was reported on Facebook by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets.
"The topic of exchanging all Ukrainian prisoners for all Russian ones is constantly discussed with the Russian side. Every day we try to find arguments and options, but Russia does not agree to any of them. If such an exchange depended only on the Ukrainian side, we would have done it long ago. One of the initiatives was a proposal to exchange all for all of the same category. For example, women or the wounded," Lubinets wrote.
The Ombudsman emphasized that the priority in the exchange of women and wounded prisoners is determined by international law.
"According to the Geneva Conventions, there is a certain priority - women prisoners of war are returned first, then the wounded. However, Russia does not accept these proposals either. However, as long as thousands of Ukrainians, both military and civilian, remain in enemy captivity, Ukraine will not give up trying to find solutions for their release," Lubinets summarized.

Earlier, on March 7, Ukraine returned 130 soldiers from Russian captivity, including defenders of Mariupol and soldiers from the areas of Bakhmut and Soledar.
