US President Joe Biden said this during a joint press conference with Volodymyr Zelenskyy on December 21 at the White House.
"I have never seen greater NATO unity on any other issue. We all know what it is about, all European partners fully understand it. We have not seen such a large-scale invasion of a major European country since World War II. And we do not see that Putin wants to change his actions, if Ukraine and other countries do not oppose it. Putin wanted to weaken NATO, instead he strengthened it. He wanted Europe to be divided, but instead Europe was united because of his actions," he said, recalling the accession to NATO of Sweden and Finland.
