Ukrainian lawmakers consistently skip sessions, new study has shown
Sofia Lazarova, an analyst at the CHESNO NGO, noted that the absenteeism of MPs without valid reasons remains an urgent problem

‘Unfortunately, absences of MPs from parliamentary meetings without valid reasons remain a pressing problem today. At present, there is no mechanism for depriving MPs of their mandate for systematic absence, even if they have been absent for more than a month,’ Lazarova said.
According to the analyst of the CHESNO Movement, there is currently no general sanction that would allow revoking the mandate of an MP due to absenteeism, except for possible inter-factional measures or intra-factional decisions. For example, a faction may decide to expel an MP for absenteeism, but there is no single rule for all.
‘If we talk about numbers, in general, 30% of the votes were held under the condition that some MPs either did not participate or were absent at all. In particular, in 15% of cases, MPs were completely absent,’ Lazarova noted.
The analyst of the CHESNO Movement also added that the highest number of absenteeism is observed among non-factional MPs, representatives of the Restoration of Ukraine group and the Batkivshchyna faction — they are among the top three over the past 5 years.
