The colonel stated this in a commentary for The Mirror, reports Espresso.West.
Kemp believes the Russian president should at least be charged with war crimes. "The best thing would be to see Putin thrown down, arrested and tried either in Russia or in the International Criminal Court", he said.
"But it is unlikely that such options will ever materialize". The retired officer said that while killing may be unacceptable to many people, it may also be the only way to end the war and prevent future conflicts.
Kemp added: "If it comes to killing, it can be unpleasant for many. But his (Putin's - ed.) life has no more value than the lives of the thousands that he has already killed in Ukraine and elsewhere and may well kill in future".
