Lieutenant Andriy Kovalenko, head of the Center for Countering Disinformation at the National Security and Defense Council, noted that Russia has no resources to attack Kharkiv.
"All their stories about readiness to surround the city are intended for internal and external audiences and are part of the "fear propaganda" campaign," he emphasized.
Kovalenko said that the Ukrainian Defense Forces are ready for all possible threats, but that the Russians are only capable of terrorizing Kharkiv with shelling.
"Talks about 350,000 troops they want to recruit for this task, Solovyov's threats are just talks for now. This is a PSYOP. Now the enemy is only able to shell and terrorize the city, and to this terror he adapts narratives about an offensive that is impossible.
