Czech President Miloš Zeman said this after meeting with the Emir of Qatar in Prague.
According to Zeman, Russian threats mean that there is a serious risk of a nuclear conflict.
He believes that in such a situation, not only European states should respond with a military response.
"And even before this response, they should send an absolutely clear warning that if the Russian Federation uses nuclear weapons on Ukrainian territory, the reaction will be not only diplomatic, but also military, with all the consequences it can have," Zeman added.
