According to Jens Stoltenberg, Russian President Vladimir Putin himself started this war, and it is he who can end it tomorrow by withdrawing his troops.
“We must remember that if Putin and Russia stop fighting, peace will come. If President Zelenskyy and Ukraine stop fighting, Ukraine will cease to exist as an independent state. And we don't want that to happen. That's why we support Ukraine,” Stoltenberg said.

On October 18, Jens Stoltenberg stated that NATO considers the probability of Russia's use of nuclear weapons against Ukraine to be low, but closely monitors the state and readiness of Russian nuclear forces.
