Dmytro Kuleba said this in an interview with RBC-Ukraine news agency.
Kuleba said that the opinion of the West has changed: "Only the sect of "save Russia's face" remained. But as for Putin, they have already understood everything. This is a marginal sect, but it still exists, through the prism of "we still have to live with them," "they will not disappear."
The minister notes that now the main task is to confirm in the partners the understanding that whatever the government in Russia, the country will not change in its essence.
"This should stop a much wider circle of people who believe that Russia can be turned into a liberal, democratic country," Kuleba added.
