Before the security session of the European Commission College, European Commission President Ursula von der Leyen, during a joint statement with NATO Secretary General Mark Rutte on Tuesday in Brussels, announced an agreement with Ukraine. It involves allocating €2 billion for drone production.

Von der Leyen explained that if Europe continues to see Ukraine as its "first line of defense", military aid to Ukraine must be strengthened. She said that the EU had specifically agreed with Ukraine to allocate a total of €2 billion for drones, which "allows Ukraine to scale up and to use its full capacity and of course it will also allow the European Union to benefit from this technology."

The European Commission President emphasized that Europe must deliver a strong and unified response to the Russian drone incursions on its borders.

She added that the EU would propose immediate measures to create a “drone wall” under the Eastern flank watch initiative and that Europe must move forward together with Ukraine and NATO.

  • On September 26, 2025, it was reported that Ukraine is ready to participate in the Drone Wall project, which will protect Europe from Russian drones.
