Bloomberg writes about this with reference to anonymous sources.

According to the interlocutors of the agency, the EU is discussing the possibility of financial assistance to Ukraine for reconstruction after the war in the amount of more than EUR 0.5 trillion or USD 0.523 trillion. This amount should be used to implement the plan for the reconstruction of Ukraine, which the Ukrainian government will present at the conference from July 4 to 5 in the Swiss city of Lugano.

The European Commission is considering possible options for such financing.  The agency notes that the format of grants and loans is being discussed.

Also, one of the possibilities under discussion is joint borrowing on the financial markets, similar to the mechanism through which the EU raised funds for the recovery fund after the pandemic.

However, interlocutors of the agency familiar with the discussion note that such assistance will most likely be associated with a number of reforms.

The reconstruction of Ukraine will be the main topic of the conference in the Swiss city of Lugano.
