This was reported by the Brussels correspondent of Radio Liberty Rikard Jozwiak.
"There seemed to be general consensus among the EU for ministers to move ahead with more sanctions on Russia (though not on energy) and Belarus. Recent EUCO draft conclusions are stronger on Belarus sanctions in this respect," Jozwiak wrote on Twitter.
He added that the EU will "accelerate work" in this direction in the coming days.
