British intelligence suggests that the newly appointed commander of the Russian troops in Ukraine, Valery Gerasimov, has probably begun inspecting the units under his control in an effort to improve discipline. Since he took office, officers have been ordered to ban non-standard military uniforms, travel in civilian vehicles, the use of cell phones and unconventional haircuts.

These measures were met with skepticism. The most ridiculed were attempts to improve the level of shaving in the military. In particular, the owner of the private military company Wagner, Yevgeny Prigozhin, criticized the military leadership and said that "war is the time of the active and courageous, and not of the clean-shaven."

"The Russian force continues to endure operational deadlock and heavy casualties; Gerasimov’s prioritisation of largely minor regulations is likely to confirm the fears of his many sceptics in Russia. Along with Defence Minister Sergei Shoigu, he is increasingly seen as out of touch and focused on presentation over substance," the British intelligence concluded.
