Bilateral agreement will kick off Russia tribunal process, says Ukraine’s representative
Ukraine’s Permanent Representative to the Council of Europe, Borys Tarasyuk, said the process of setting up a special tribunal for Russia will begin after an important document is signed

He said this in a comment to Espreso correspondent Natalia Starepravo.
The document is a bilateral agreement with Ukraine, which is expected to be signed by the Council of Europe Secretary General, Alain Berset.
"Now there should be a meeting of the Committee of Ministers at the Council of Europe, which needs to authorize the Secretary General to sign a bilateral agreement with Ukraine. That will kick off the process of creating the tribunal," Tarasyuk said.
He recalled that Ukraine had already submitted a document at the ministerial meeting on May 14 in Luxembourg to initiate the procedure for setting up the tribunal.
- Back on April 20, 2024, the Committee of Ministers of the Council of Europe instructed the Secretary General to start preparing documents to launch consultations with Ukraine on creating a special tribunal for Russian war crimes.
- In February 2025, Alain Berset said he hoped the special tribunal for Russia would be launched this year.
