Joe Biden informed on the administration’s decisions during a press conference following the results of the mid-term congressional elections. The New York Times provides a transcript of the broadcast.
“I want to emphasize that we did not give Ukraine carte blanche. You can list a lot of things that we did not do in Ukraine. For example, I was asked very much to close the airspace so that American planes would provide security there. But we are not going to do this,” he said.
Moreover, according to Biden, the US is not going to supply HIMARS with long-range missiles, since the president "does not want" the Ukrainian Armed Forces to start attacking Russia's territory.
