The US leader also accused the Russian authorities of spreading "disinformation and lies."
"We're going to work with our allies to figure out exactly what happened. And I've already started helping our allies strengthen the protection of this critical infrastructure," Biden told reporters.
"At the appropriate moment, when everything calms down, we will send divers to find out exactly what happened. We don't know for sure yet," he said, adding that he was not going to "listen to what Putin says."
"We know what he's saying is not true," Biden said.
