This was announced by the head of the Luhansk Regional Military Administration Sergiy Gaidai.

"Destruction without the possibility of restoration. In the free Luhansk region, almost all communications are missing", he said.

In Severodonetsk there is no light, water and heat, partly no gas. In total, as a result of hostilities, 32 settlements (about 73,500 residents) remain without gas supply, 28 of them completely and five partially. People cook on the fire.

36 settlements were cut off, 23 of them completely, 13 partially, 123,645 residents left without electricity. There are many power outages in Lysychansk, Rubizhne, Severodonetsk, Kreminna and Popasna.

"A generator was brought to Rubizhne on the Pivdenny today - you can come and charge phones", said Sergiy Gaidai.

There is no heat in Severodonetsk and partly in Lysychansk. The boiler house of the Severodonetsk heating utility is damaged. The Severodonetsk CHP and Lysychansk heating network have been suspended.

Rubizhne, Popasna, Severodonetsk, partially the Girska community and Lysychansk remain without water supply.

Mobile communication is intermittent.

"Repair crews are trying to do everything possible, but the damage is so severe that repair is impossible. In addition, there are constant obstacles to the recovery and lack of equipment", said the head of the Luhansk RMA.
