Ukrainian Defense Minister Denys Shmyhal announced at a Ramstein meeting that Ukraine is set to receive $45 billion in military aid by year's end, marking the highest annual total since Russia's full-scale invasion began. The figure represents a significant increase over the $38-42 billion average from previous years, when U.S. contributions accounted for 40-65% of total assistance.

The aid package includes $5 billion allocated for direct weapons purchases from Ukrainian manufacturers and another $5 billion spent through the PURL program, which enables partners to procure American-made weapons systems for Ukraine. This mechanism has proven critical in maintaining access to U.S. defense equipment despite Washington's policy shift.

Earlier concerns about declining support levels stemmed from incomplete data. The Kiel Institute's widely-cited tracker, which monitors publicly disclosed aid, initially showed only $31.8 billion for 2025. However, the tracker does not account for classified military assistance, leading to misleading headlines claiming Europe had failed to fill the American gap.

Looking ahead to 2026, Ukraine's Defense Ministry plans to secure $60 billion in external military aid while covering an additional $60 billion through domestic resources. Of the external funding, $15 billion is earmarked for American weapons purchases through the PURL program, ensuring continued access to critical U.S. defense systems even without direct government-to-government transfers.
