
EU Commission to provide Ukraine with €11 billion G7 loan — Ursula von der Leyen
The European Commission confirmed its readiness to continue economic and financial support for Ukraine, including allocating up to €11 billion in 2025 under the G7 loan initiative
European Commission President Ursula von der Leyen said this during a press conference following the European Council summit in Brussels, reports Ukrinform.
According to her, during the leaders' meeting, Ukrainian President Volodymyr Zelenskyy joined the discussion via video link. Von der Leyen emphasized that the EU "agreed to continue our financial support for Ukraine on all fronts – military, political, and economic." She specifically mentioned that €1 billion has already been allocated to the needs of Ukraine’s defense industry, financed from the excess profits of frozen Russian assets.
The European Commission President also confirmed that the EU is "on track to achieve the goal of delivering 2 million artillery shells to Ukraine in 2025," adding that the allocation of €11 billion in G7 loan funds reflects the EU’s deep understanding of the importance of supporting Ukraine at this critical moment.
The President of the European Commission reminded that the recently approved SAFE credit program supporting European security, which provides member states access to resources of €150 billion, also allows investment in Ukraine and its defense industry, as well as placing joint orders in the interests of the country at Ukrainian enterprises.
Von der Leyen stated: "The stronger Ukraine is, the more reliably it can defend itself against Russian aggression – and that is better for all of us."
She also announced a new 18th sanctions package against Russia, noting that these measures aim to pressure Moscow into a real ceasefire, and expressed confidence that the package will be adopted very soon.
In the context of the EU integration agenda, von der Leyen noted that Ukraine is able to implement reforms even under shelling, and therefore the European Commission supports opening the first negotiation chapter.
“The EU enlargement process is based on achievements. Ukraine deserves to move forward,” she added.
