Zelenskyy said this in an evening video message.
“For six months, Russia shunned even the word "war", punished its own people with criminal cases for it, and now it itself declares martial law in the occupied territory. The occupiers themselves brought the war to our land under their constant false bluster about alleged negotiations, and now they are signing some kind of decrees consolidating the war. Well, what can I say, the "Chekists" are just panicking. Hysterics, which will be greater the closer Russia's defeat is,” President Volodymyr Zelenskyy said.
