
Brussels presents new EU defense-industrial strategy: How it relates to Ukraine
On Wednesday, March 19, in Brussels, European Commissioner for Defense Andrius Kubilius and EU Foreign Minister Kaia Kallas presented the EU’s new defense-industrial strategy (White Paper)

As Kubilius and Kallas noted, the EU intends to continue providing Ukraine with military support, regardless of any progress in potential peace talks.
The head of European diplomacy emphasized that the EU plans to supply Ukraine with at least 1 million rounds of ammunition per year.
European officials also stated that they would work to meet Ukraine’s priority needs for air defense systems, particularly air defense missiles. In addition, the EU aims to continue training Ukrainian troops.
"This is just the beginning of a difficult journey. Today does not mark the end of the initial period of reflection, but rather the start of joint action to mobilize Europe's industrial and economic strength to deter aggression and prevent war. That’s why our focus from now on is implementation, implementation, implementation," said European Commissioner for Defense Kubilius.
He stressed that Russian dictator Vladimir Putin would not be stopped by Europe simply presenting a defense plan. However, in Kubilius' view, he could be deterred if the plan were put into action — by building drones, tanks, and artillery.
"Our goal is to deter Putin with clear proof that we are not only economically strong but also firm in our political will and defense capabilities," Kubilius emphasized.
- For reference, on March 17, Kaja Kallas announced the bloc’s intention to provide Ukraine with 40 billion euros in military aid.
