Ukraine rises 14 positions in Government AI Readiness Index 2025

Ukraine's Ministry of Digital Transformation reported the information.

Currently, Ukraine holds 40th place among 195 countries worldwide.

In certain areas, Ukraine has surpassed this year's ranking leaders — the U.S. and Great Britain. Specifically, the level of digitalization of government services stands at 99.63%, which is a record indicator, and compliance of legislation with international standards in the AI field has reached 92.25%.

The ministry emphasized that the defense sector has a significant impact on technology development. Ukraine is actively integrating digital solutions and artificial intelligence tools for defense needs.

The Ministry of Digital Transformation also noted that this year became a turning point for AI development in Ukraine. The WINWIN AI Center of Excellence was established, which produced results within the first nine months of operation:

• Diia.AI launched on the Diia portal — the world's first national AI assistant for government services;
• Work began on a Ukrainian large language model and AI Factory infrastructure;
• A Sandbox for developing AI and blockchain products became operational;
• AI is already being integrated into Mriia, Diia, projects within the Ministry of Digital Transformation's ecosystem, and government processes.

"There's even more ahead. We will present the AI Development Strategy until 2030, launch an AI assistant in the Diia app, and unveil the national language model. Our mission is to enter the top three global leaders in the level of development and implementation of artificial intelligence in the public sector," the ministry concluded.
