Ukraine becomes first country to deliver government services via AI
Ukraine has become the first country in the world to officially introduce artificial intelligence for the provision of government services. The Diia portal launched the AI assistant Diia.AI, which can help citizens obtain services in a chat format
Ukraine's Minister of Digital Transformation Mykhailo Fedorov and President Volodymyr Zelenskyy announced this.
Fedorov emphasized that by 2030 Ukraine aims to be among the top three countries in the world for the implementation of artificial intelligence in the public sector.
“Today we launched Diia.AI on the Diia portal. This is the world’s first state AI agent that not only answers questions but provides services directly in chat,” the minister said.
For now, users can obtain an income certificate in a few clicks, and soon Diia.AI will provide five more new services. The assistant also advises on already available services (“How do I register as an individual entrepreneur?”, “What is the Baby Package?”), and selects appropriate solutions for specific life situations — for example, it recommends the eRecovery program for those whose housing has been damaged.
President Volodymyr Zelenskyy confirmed that he reviewed the new tool during a meeting with the Diia team.
“There was a presentation of the AI assistant Diia.AI on the Diia portal. It is one of the first AI assistants in the world that can quickly find the needed service, check information in registers, or order an income certificate,” the head of state said.
In addition to launching Diia.AI, the team presented new solutions: an electronic court, 5G coverage testing, expansion of social and veteran services, support for Ukrainian manufacturers in the defense-tech sector, and an increase in the number of schools that start the school year with the educational module Mriya.
Zelenskyy stressed that Ukraine continues to scale up electronic services and make citizens’ lives more convenient despite all the challenges of the war.
Previously, the Ministry of Digital Transformation announced six new services on the Diia portal, including the world’s first national AI assistant to provide government services.
