Politico reported the information.

At the EU summit on October 1, President of the European Council António Costa intends to raise the issue of potentially changing the EU's negotiating framework for candidate countries to allow the opening of negotiation clusters by a qualified majority vote, thus bypassing Hungary's veto.

This proposal had been previously put forward by Kyiv's allies and received the approval of the European Commission on Monday. However, Hungary is not the only country unlikely to support such an idea.

This plan also faces resistance from several other countries, including France, the Netherlands, and Greece, and is unlikely to receive broad support in Denmark, according to three EU diplomats and a representative of the French president who spoke to the publication on the condition of anonymity.
