
Hungary blocks joint EU declaration in support of Ukraine
At the EU summit on June 26, the European Council failed to unanimously adopt a statement in support of Ukraine: out of 27 member states, Hungary did not sign the document

"The European Council discussed the latest developments regarding Ukraine. The text set out in the document was strongly supported by 26 heads of state or government," the statement says.
The EU Council does not specify which country did not support the document, but Suspilne reports that it was Hungary. Budapest refused to sign it due to "strategic differences with the European Union regarding Ukraine."
In particular, the document calls for an immediate ceasefire by Russia, the imposition of new sanctions against Moscow and its shadow fleet, and support for Ukraine's progress on its path to EU integration.
"The European Council commends Ukraine for the pace of its reforms (...) and welcomes the significant progress achieved," the EU Council stated.
They also noted their readiness to open the first negotiation cluster, which requires the consent of all 27 European countries. This will be discussed at the next summit, scheduled for October 23–24, 2025.
