Finnish President Stubb outlines three stages for peace in Ukraine

Ukrainian MP Oleksiy Honcharenko reported that according to President Alexander Stubb, the peace process could unfold in three stages.

The first stage, according to Stubb, could involve preliminary negotiations. During this phase, Ukraine would need to be rearmed and apply maximum pressure on Russia, including sanctions and the use of frozen assets. All of this is essential to allow Ukraine to enter negotiations from a position of strength.

The second stage would involve a direct ceasefire agreement, which would take place along the front line. Afterward, international monitoring (not peacekeepers, but independent monitors) would be needed. Following this, the parameters of the peace process should be discussed, including prisoner exchanges, the return of kidnapped children, sanctions issues, etc. The key focus would be maintaining the ceasefire. If Russia attempts to attack again, Ukraine should automatically be granted NATO membership.

The third stage would involve peace negotiations, which may take a significant amount of time. During this phase, more complex issues should be addressed, such as territorial disputes, security guarantees, and compensation.
