"It is possible to return to negotiations on Ukraine only on the basis of today's realities in the zone of the 'special military operation'" Vladimir Putin said in a statement.
The Russian dictator is promoting the narrative that Russia is "in favor of negotiations" and has not forbidden anyone to conduct them.
