Minister Kuleba made the statement in an interview with the Japanese TV channel NHK.
According to him, Russian leader Vladimir Putin is not a partner with whom one can seriously negotiate, and as long as he is in charge of Russia, ceasefire talks will be impossible.
"I don't think negotiations with Russia will start anytime soon. Even if he makes a promise, there is no guarantee that it will not be broken. Even if you think you have successfully negotiated, you are taking a risk. This is not a partner with whom you can negotiate," Kuleba said.

On July 10, Ukrainian President Volodymyr Zelenskyy said that Russian leader Vladimir Putin would want negotiations when the Ukrainian Armed Forces reach Crimea.
