He made the statement on Twitter.
"Crimea is the territory of Ukraine, and we will test and use any weapons there that are not prohibited by international laws, that will help liberate our territories," the National Security and Defense Council Secretary said.

Last December, Ukrainian Foreign Minister Dmytro Kuleba said that Ukraine had promised not to use American weapons on Russian territory, but that this did not apply to Crimea.

Earlier, the Department of State said that the US provides Ukraine with "exclusively defensive" weapons, not intended for strikes against Russia.
