Dmytro Kuleba stated this in an interview with El Pais.
"We are two steps away from reaching an agreement with Russia. We need to resolve the security issues related to Russia's position. We are in the final phase, and now everything depends on Russia. If they really want, grain exports will start soon," Kuleba said.
He added that Russia can allow the export of Ukrainian grain if it decides to show the countries of Africa and Asia that it wants to save them from food shortages.
"But Russia is not interested in Ukraine exporting grain. They know that if we export, we will receive income from international markets, and this will make us stronger," Kuleba is convinced.
