Ukraine expects surplus aid in 2025, $15 billion to support 2026 budget — finance chief
Chair of the Verkhovna Rada Finance Committee Danylo Hetmantsev reported that in seven months, the revenue of Ukraine's state budget’s general fund reached 105% of the plan
He said this in an interview with RBC-Ukraine.
Answering a question about whether Ukraine will be able to cover all planned budget expenditures, the chair of the Verkhovna Rada Finance Committee said: “In seven months, the revenue of the state budget’s general fund reached 105% of the plan. Tax revenues – 104%. Partly, we see this due to higher taxes on bank profits.”
Hetmantsev noted that income growth was also supported by the formalization of the economy.
“Additionally, this year we are expected to receive $54 billion in aid from partners. This is more than we need this year and will create a carryover balance for next year. So we are going through this year very confidently, and there is no reason to worry,” he assured.
Hetmantsev clarified that about $39 billion of external aid will be used this year, with the rest of the $54 billion carried over to next year. Regarding the situation for next year, the Finance Committee head said forecasts vary.
“The National Bank projected external financing needs of $35 billion for 2026 and $30 billion for 2027. The Cabinet estimates a $45 billion need for 2026. According to the Ministry of Finance, considering carryover balances, $35 billion will be covered. In other words, about $10 billion is still lacking for next year,” Hetmantsev added.
