"The way for the occupiers is for their warship", - Stefanchuk commented on the creation of the so-called "KPR"

The Chairman of The Verkhovna Rada of Ukraine, Ruslan Stefanchuk, commented on the Preparation by the Occupation Authorities of a Pseudo-Referendum on the Establishment of the So-Called Kherson People's Republic

"What the occupiers plan to hold in the Kherson region is not a referendum by its legal nature. As this pseudo-referendum phenomenon will not comply with current legislation, it will not have the form and algorithm of action inherent in direct democracy," Stefanchuk said.

He stressed that the possible holding of such a pseudo-referendum will have nothing to do with the legislation of Ukraine or with such a form of direct democracy as a referendum.

"First, following Article 73 of the Constitution of Ukraine, the issue of changing the territory of Ukraine is resolved exclusively by an all-Ukrainian referendum. A local referendum cannot resolve such issues.

In addition, according to paragraph 3 of Part 2 of Art. 3 of the Law "On All-Ukrainian Referendum" may not be the subject of all-Ukrainian referendum issues aimed at eliminating Ukraine's independence, violation of state sovereignty, territorial integrity of Ukraine, creating a threat to the national security of Ukraine.

Secondly, holding regional or city referendums is illegal and impossible. After all, there is no law on local referendums in our legal field yet.

Third, in accordance with Part 1 of Art. Article 19 of the Law "On the Legal Regime of Martial Law" prohibits the holding of all-Ukrainian and local referendums under martial law.

And finally, Kherson, what other cities of Ukraine are Ukraine not only geographically, but also in its spirit and strength.

Therefore, the occupier and all his clumsy attempts to destroy Ukrainian statehood - one way - for his warship, "- summed up Ruslan Stefanchuk.
