For vessels in Russia's shadow fleet, 14 European states are closing the Baltic Sea: henceforth, tankers that change flags or lack appropriate documentation will be considered stateless

This is stated in a joint declaration by the countries, published on the UK government's website.

The United Kingdom, Belgium, Denmark, Estonia, Finland, France, Germany, Iceland, Latvia, Lithuania, the Netherlands, Norway, Poland, and Sweden have joined this initiative.

"We are now facing new emerging safety situations due to growing GNSS interference in European waters, particularly in the Baltic Sea region. These disturbances, originating from the Russian Federation, degrade the safety of international shipping. All vessels are at risk," the document explains.

Specifically, the signatory countries warned that they will treat as stateless vessels those tankers that sail under the flags of two or more countries.

They also warned that vessels must have appropriate certification and documentation, as well as maintain onboard safety standards.

  • On January 22, President Volodymyr Zelenskyy called on Europe to make sanctions against Russia's shadow fleet more effective during his speech at the World Economic Forum in Davos.
