On October 6, 2022, the Administrator of the United States Agency for International Development (USAID) arrived in Kyiv for the first time. Power tweeted about her visit and wrote that USAID will support Ukraine now and forever.
During her visit to Ukraine, the administrator announced that the United States would provide Ukraine with USD 55 million in winterization assistance. The aid will be directed in particular to those regions of Ukraine that have suffered the most from Russian aggression - Chernihiv, Kharkiv, Kyiv, Odesa, Mykolaiv, Zaporizhzhia, and Zhytomyr.
On the same day, Ukrainian President Volodymyr Zelenskyy discussed with Power the plan for Ukraine's rapid recovery and security at public infrastructure facilities. He noted that the main focus of the conversation was security.
He also thanked Samantha Power for allocating funds to prepare our infrastructure for the winter period, in particular for heating.
Subsequently, the head of the United States Agency for International Development, who has experience documenting war crimes around the world, emphasized that she had never seen such large-scale and brutal atrocities as those committed by Russia in Ukraine.
Samantha Power emphasized that it is now important to support Ukraine in documenting Russia's war crimes. She said that the USAID program has been working in Ukraine to support the documentation of war crimes since Russia annexed Crimea and a large part of Donbas.
