Russian colonel faces suspicion for attacks on Ukraine’s critical infrastructure
The Security Service of Ukraine (SBU) has gathered evidence against Colonel Oleg Skitsky, commander of the 121st Heavy Bomber Regiment of the Russian Air Force, for his role in missile strikes targeting Ukraine's critical infrastructure
According to the SBU, it has been documented that Сolonel Skitsky ordered his subordinates to conduct extensive air attacks on Ukraine’s energy system. The attacks specifically targeted major power-generating facilities and substations in the Kyiv, Zhytomyr, Kirovohrad, and Vinnytsia regions.
The SBU has confirmed that the Russian forces used Tu-95 bomber aircraft to launch strategic Kh-101 cruise missiles at these power facilities.
Russian shelling caused deaths and numerous injuries among civilians. Additionally, Russia's attacks on Ukraine's critical infrastructure led to widespread power outages, affecting residential buildings, hospitals, schools, and kindergartens, especially during the cold season.
Based on the evidence gathered, the SBU has issued a notice of suspicion to Colonel Oleg Skitsky in absentia. He is charged under Part 2 of Article 28 and Part 1 of Article 438, as well as Part 2 of Article 28 and Part 2 of Article 438 of the Criminal Code of Ukraine. These charges relate to violations of the laws and customs of warfare committed by a group of individuals acting in conspiracy.
Comprehensive measures are being taken to ensure that Colonel Oleg Skitsky is held accountable for his crimes against our state.
