Artem Lysohor, head of the Luhansk Regional Military Administration, reported this.
According to him, the Russian forces had been collecting data on young men who were about to become adults for 1.5 years. In particular, educational institutions were involved in this, passing data on boys to local "military commissariats".
"For the past year and a half, Russia has been very active in tracking the whereabouts of these people, how they move, constantly taking those lists, including their place of residence," said Lysohor.
At the same time, Russian special services have been tasked with identifying adult men and ensuring their attendance at mobilization points.
